Youth and Government & Model Legislature
Arizona YMCA Youth & Government is a statewide youth civic education and leadership development program in which YMCAs, schools, and community organizations involve high school students in a five-month hands-on experience. Since its inception in 1948, the Arizona program has used a variety of activities to build, encourage and strengthen those life assets and character traits that will help high school youth become involved and responsible citizens. The tool used is a high-quality experiential and educational simulation based on Arizona’s state government. The program is comprehensive, and its impact on the youth participants is dramatic. The purpose of this highly regarded program is exemplified in the program’s motto: “Democracy must be learned by each generation.”

Model United Nations
Students in grades 6-9 learn about another country, YMCA values, and the global community. Teens learn about the basic structure and function of the UN. They work in teams to research a foreign country, write proposals, and create a display about their country. Clubs meet weekly at various locations. Many leadership opportunities are available. The program concludes with a two-day Model UN Assembly where countries propose and debate solutions to international issues. This program involves an overnight stay in a local Phoenix hotel.

The Science of Consensus: Decision Making and Dispute Resolution
Richard Birke, Associate Professor of law and Director of the Dispute Resolution Center at Willamette University College of Law in Salem, Ore., will discuss brain research and how it affects current Alternative Dispute Resolution (ADR) practices and efforts to build consensus. Birke has written extensively on the ADR movement in the legal field.

Planning for Effective Public Participation
This 2-day Planning class is critical for developing effective public participation. Using The International Association for Public Participation’s (IAP2) Spectrum for Public Participation, you’ll learn how to establish clear and achievable objectives for a public involvement program and how to define the promise to the public. Course materials include exercises using IAP2’s five steps for planning effective public participation. You’ll learn how to guide your organization in conducting public involvement and how to plan for the timing, techniques, and resources needed to make citizen engagement a success. You’ll also learn the practical importance of the IAP2 Core Values and how the IAP2 Code of Ethics applies to both practitioners and clients. The detailed real world examples and practical hands-on exercises will give you the tools needed to build realistic public consensus programs. The International Association for Public Participation (IAP2) Certificate Program in Public Participation provides a broad-based learning experience covering all the foundations of civic engagement. Developed by the most experiences and successful practitioners from around the world, this training provides best practices and tools for designing and implementing practical, real world public involvement programs. This course is valuable for both beginners and seasoned communicators and covers the techniques that are critical to public involvement and dealing with the most difficult, high stakes public situations. You’ll leave understanding the importance of active listening, the essentials of risk communication, how to create effective written and verbal presentations, and how to work effectively with news media.
